've -- we've had a big position in dell. and we did well last year despite our dell position rather than because of it. the speculation on dell i think is driving investors to focus today on a couple of the assets that have been kind of hidden. one is their very strong liquidity position. dell has something like $19 billion on its balance sheet of cash investments and finance receivables. that's getting awfully close to the market cap of the company. then, secondly, investors have thought of this company as primarily a declining pc business. when, in reality, more than half their earnings are coming from services, security, servers and, you know, areas away from pcs. more than half the income. and that area is growing nicely. company is starting to report earnings, by the way, showing the non-pc earnings as a separate segment. so we'll be able to audit management's comments on those earnings going forward. >> so when you cut through all the noise that's out there about dell right now, what are your expectations if the company's going to go private or not? >> well, i know on your channel

in technology was dell. the computer maker is talking with two private equity firms about going private. the stock built on yesterday's gains, adding another 7.2%, climbing to its highest price since mid-may. volume was huge, with more than 150 million shares trading. talk of a possible buyout comes as the stock is down 17% in the past year even with the rally of the past two days. concerns have been building about dell's traditional computer business under pressure by competition from smartphones and tablets. as a group, retail stocks were stronger thanks to the encouraging retail sales data from last month. the s&p retail exchange traded fund rallied 2.1%, closing over $64 per share for the first time since september. among the leaders, dollar general's 3.8% rally, big lot's 3.6% increase, and j.c. penney up 3.4%. these three are among the worst performing retail stocks over the past six months. two other specialty retailers in focus today. young adult apparel store exprs jumped 23.8% after the company raised its financial guidance thanks to a stronger- than-expected holiday season. a

to report different data points. right now a business simply dells us this is how much payroll tax i have in san francisco and apply the 1.5% rate and then that is how much tax they owe. we're now going to have to continue to collect that information, plus what of their receipts was in each of the different categoris? because they can report in different categories and actually required to. and we will have to know much more about them and their payroll expense will need to be reported still for the tax and also in most cases for how they allocate, in san francisco out of san francisco taxes. for the business registration fees currently there are four fees ranging from $25 to $500. depending on your level of payroll expense. and as you may assume, most businesses just pay the $25 registration fee because they don't have payroll expense. but when we move to the new registration fees, starting in 2014, we now move to 13 different levels. rates will go up for every single business and they will have to report to us their gross receipts versus their payroll and that is what will actually be d
